In Satwant Singh Sawhney v. D.
Ramarathnam Assistant Passport (AIR 1967 SC 1836),
the Hon'ble Apex Court held that the expression
"personal liberty" which occurs in Article 21 of the
Constitution includes the right to travel abroad and that
no person can be deprived of that right except according
to procedure established by law.
