In paragraph No.13 of the judgment in the case of
Jasbhai Motibhai Desai (supra), it has been observed that
the scope and meaning of aggrieved person depends on
diverse, variable factors such as the content and intent of the
statute of which contravention is alleged and some general
tests have to be devised to ascertain whether an applicant is
eligible so as to have the locus standi or 'standing'.
