19. The Apex Court in Ashok Kumar Sharma v. Chandrasekhar; (1997)4 SCC 18, held
that an advertisement or notification issued/published calling for applications
constitutes a representation to the public and the authority issuing it is bound by it and
it cannot act contrary to it. In our view this decision squarely applies to the O.As.
under consideration. The Lakshadweep Administration was not justified in entertaining
applications from those candidates who did not possess the qualification prescribed in
the recruitment rules and the notifications.
