14. Prima facie, therefore, the impugned order, to the extent it relies
on the findings of the field verification committee constituted by
Respondent No.1, appears to have been passed in excess of
jurisdiction, and contrary to the law laid down by the Supreme Court
in Temple of Hanemann (supra).

22. The above passages, from the judgment in Swami Devi Dayal
Hospital (supra), make it clear that, even in a case where the college,
or Hospital, concerned, was disputing the findings of the DCI, an
opportunity of hearing was contemplated only at the stage of
consideration of the report of the DCI by the Central Government.
The judgment does not contemplate grant of any opportunity of
hearing at the stage when, DCI forwards its report to the Central
Government.
