27. Furthermore, the Hon'ble Supreme Court in Syed Yakoob vs.
K.S. Radhakrishnan & Ors. AIR 1964 SC 477 has observed that
findings of facts reached by the subordinate Court or the Tribunal as a
result of the appreciation of evidence cannot be reopened in the writ
proceedings except when the recording on the said finding has been
made on an erroneous refusal to admit admissible and material evidence
which has influenced the impugned finding whether the finding of fact
is based on no evidence or whether the error of law, if any, committed
by the subordinate Court or the Tribunal is sought to be corrected by a
writ of certiorari which is apparent on the face of the record.
