In another case of Regional Manager, U.P.S.R.T.C., Etawah and Ors. v. Hoti Lal and Anr. reported in (2003) 3 Supreme Court Cases 605, a bus conductor has not issued tickets to the passengers and the order of termination was passed. The Apex Court has held that it cannot be said to be disproportionate to the offence committed by the petitioner. The Apex Court has further observed as follows-
