stated that the legislature has laid down the broad principles
of its policy in the legislation and has left the details to be
supplied by the administrative authority. It is submitted by
them that the Legislature did not want to amend the
provisions for fixing the age of superannuation and has left it
to be a condition precedent to happen. Paragraph 29 of the
