So far as G.S. Matharaoo's case (supra) is concerned, the
grant of sanction by the Commissioner, MCD u/s 19 of the Pct
Act, 1988 for the prosecution of the accused/petitioner who was
Group A employee was held to be invalid and it was observed
that the "Corporation" is the competent authority to grant the
sanction. However, in present case, accused are group B & C
employees.
