15. The attempt of the learned Counsel for the Petitioners is to
persuade me to take a different view on the ground that this
Court did not consider the questions of legitimate expectation
and promissory estoppel, which are considered and upheld by
the Division Bench of the Bombay High Court in Shailaja R.
Khanvilkar (supra).

13. The next question is whether the Respondents Nos.2 to 4 have
the right to transfer the customers of the Petitioner to other
Distributors. This issue is dealt with by this Court in four Division
Bench decisions, namely, All India L.P.G. Distributors Federation
(supra), Vembanad Gas Agencies (supra), K. Ashraf (supra) and
Confederation of Consumer Vigilance Centre (supra). The earlier
decisions are followed in the later decisions. I am bound by
those authoritative pronouncements.

the Hon'ble Supreme Court in Delhi Development Authority and
Another v. Joint Action Committee, Allottee of SFS Flats and Others
[(2008) 2 SCC 672] to substantiate the point that an executive order
termed as a policy is not beyond the pale of judicial review, and
that a policy decision is subject to judicial review if the delegatee
has acted beyond its power of delegation or if the executive
policy is contrary to the statutory or a larger policy.
