19. I find that the entire issue has been correctly answered by the
learned Single Bench in C.S. Gopalakishnan Nair's case (supra). I am in
full agreement with the conclusions arrived at by the learned Single
Bench on the basis of Rules applicable to the parties. I find no reason to
take a different view.
