In this regard, the learned counsel for the Applicants has relied upon the Apex Court judgment in the case of Hardwari Lal Vs. State of U.P. & Others 1999 (8) SCC 582 wherein it was clearly held that in a departmental enquiry charge cannot be sustained on mere conjectures in absence of evidence.
