authority under the Consumer Protection Act, should not adjudicate

issues involving disputed factual questions. Now, the claim is barred by
the terms as to fraud or the exclusions contained in the policy could very
well be adjudicated by the authorities under the Act and therefore
contention that it ought to have relegated the complaint to the Civil Court
is not acceptable.
