24. Having dealt with the points of statutory interpretation sought to
be urged on behalf of the respondents, I turn now to the factual aspect
of the matter. This Court has dealt with the scope of consideration
under Section 29A of the Act in Orissa Concrete and Allied Industries
Ltd. vs. Union of India & Anr.3 and NCC Ltd. vs. Union of India4. The
UOI was the respondent in both these cases; in fact, in the second
judgment, the Director General of Married Accommodation Project
was the concerned agency, which is also the respondent in these
petitions.
