In Minerva Mills Ltd. v. Union of India [(1980) 3 SCC 625 : (1981) 1 SCR 206] the Constitution Bench had held that the edifice of our Constitution is built upon the concept crystallised in the Preamble. We "the People" resolved to constitute ourselves into a socialist State which carries with it the obligation to secure to the people, justice -- social, economic and political. We, therefore, put Part IV into our Constitution containing Directive Principles of State Policy which specifies the socialistic role to be achieved.
