In our view, the decision by the Judicial Committee in the Province of Bombay v. Municipal Corporation of the City of Bombay, 73 I. A. 271 : (A. I. R. (31) 1947 P. C. 34) must be taken to be an authority on the general question as to when the Grown is bound by statutory provisions. Decisions given by the. Judicial Committee are binding on us and it is not open to this Court to go into the reasons or the absence of reasons supporting the decisions of the Judicial Committee.
