18. Though not in the context of the Disabilities Act, 2016, a reference
to the decision of the Hon'ble Supreme Court in Kunal Singh Vs. Union
of India and another2 is significant which provides much needed
guidance. In that case, Their Lordships were considering the provisions of
section 47 of the Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995. In paragraphs 9
and 10 it is observed thus;
