Apart from the above, Ld. Counsel for the petitioners has
argued that additional qualifications cannot be prescribed after the
selection process has been initiated and the process is underway. In
this regard, he has pointed out that the advertisement was issued on
19.01.2014; the written test for the post was held on 29.3.2014; the
result of the examination was declared on 4.7.2014, and the
impugned public notice was issued on 10.5.2014 after the written
test had been conducted. Ld. Counsel has relied on various
decisions of the Hon'ble Supreme Court in K.Manjusree vs. State
of A.P., 2008(3) SCC 512, Hemani Malhotra vs. High Court of
Delhi, 2008(7) SCC 11 and Maharashtra State Road Transport
Corporation vs. Rajendra Bhimrao Mandve, 2001(10) SCC 51
among others in support of his contention.
