15. This is the only possible interpretation of Section 36 and in order
to take support of this interpretation, the judgment cited by the learned
counsel for the petitioner in Mr.Shamashuddin M Savadatti v. The
Karnataka Public Service Commission and others, cited supra, can be
pressed into service. The Division Bench of the Karnataka High Court in a
similar situation in the said decision has held by giving interpretation to
Section 36 of the Act in the following terms:
