19. I agree with the submission of learned counsel for the
appellants-claimants that the evidence produced by the claimants is not to
be put to that strict scrutiny as in a criminal case. Reference in this regard
can be made to the observations made in case of Bimla Devi V. Himachal
Road Transport Corporation, 2009 (13) SCC 530.
