13. So far as the other judgment relied upon by the appellant in case of
G.C. Mandawar (supra) is concerned, we do not find any
incongruity or dissent to the proposition that providing the
dearness allowance is primarily the discretion of an employer
because of the concept of dearness allowance known under the
common law.
