Sanchalit MSKM B.Ed College v. National Council for
Teachers' Education [(2012) 2 SCC 16] the Apex Court
noticed that, despite repeated pronouncements over the
past two decades deprecating the setting up of ill-equipped,
under-staffed and un-recognised educational institutions,
the mushrooming of the colleges continues all over the
country at times in complicity with the statutory authorities,
who fail to check this process by effectively enforcing the
provisions of the NCTE Act and the Regulations framed
