25. In the present case, as already discussed, there is nothing on record to show that any of the petitioner was present or represented at the time when the award was made by the Collector. Also, there is nothing on record to show that any notice under Section 12 of the Act had been issued by the Collector to any of the petitioner. The petitioner in the petition have stated that they came to know about the pronoucement of the award on 23.09.2009 when the petitioners received the compensation of land vide cheque no. 724324 and 724343.
