cadre, as per the 5th CPC in the teaching cadre in Delhi
College of Engineering (now DTU). The applicants were

UPSC in Delhi College of Engineering between 22.09.2008
to 18.12.2009 and thus they were
CPC , there is no case for upgradation of the post.
(ii) The 5th CPC had specifically examined the post of Draftsman in Delhi College ... Applicant. It is contended that the V CPC also considered the case of Draftsmen of Delhi College of Engineering and in that regard recommendations were
