retail dealer in relation to any commodity in packaged
form means a dealer who directly sells such packages to
the consumer and includes ... under:
retail sale, in relation to a commodity, means the sale,
distribution or delivery of such commodity through retail
sales agencies or other instrumentalities
section 2(a) of the Essential
Commodities Act 1955 defines an "essential commodity" to
mean "cattle fodder including oilcakes and other
concentrates ... essential commodity, are
sub-clauses (i) and (v). Sub-clause (i) of section 2(a)
defines an `essential commodity' to mean "cattle fodder
single commodity, such
commodity shall be deemed for the purpose of these rules, to
be a pre-packed commodity;"
Rule 2(r) defines ... definition of a pre-
packed commodity or commodity in packaged form.
18. The definition of "pre-packed commodity" in Rule
made or deemed to have been made thereunder.
4. "Essential commodity" means any commodity which has been defined as such in either ... deemed to have been made thereunder.
