25. As observed earlier, the writ
petitioner approached the High Court relying on
the scheme for compassionate appointment ... making any appointment to

public office, cannot ignore such mandate. At
the same time, however, in certain
circumstances, appointment on compassionate
ground of dependents
Karnataka Civil Services Appointment on Compassionate
Grounds (Amendment Rules, 2021) the ‘divorced daughter’
also shall be eligible for appointment on compassionate
ground in the case ... compassionate appointment is an
exception to the general rule;

8. As per the law laid down by this Court in catena of decisions on

13. Clause-4 of the Policy provides that
compassionate appointment would be made only to the
lowest
public service appointment should be made strictly on the basis of open invitation of applications and merit. The appointment on compassionate ground is not another ... family. Thus, the applicant cannot claim appointment in a particular class/group of post. Appointments on compassionate ground have to be made in accordance with
claims of appointments on

4.(b) The respondent further averred that the scheme of appointment on compassionate ground is in vogue ... government servant seeking appointment on compassionate grounds. Accordingly necessary orders were issued for appointment on compassionate ground to the posts of C & D Groups
