scheme, without any justifiable reason

(b) The Respondent No 1 may kindly be directed to provide
to the Applicant a three BHK fully air-conditioned Flat
Temple also, and there are
conditions necessary for holding such a temple to be a
Public Temple. Those conditions are :-
