Protection Act complainant is not consumer within the meaning of said
definition.
9. It is also objected that ... part of contract. The District Consumer Forum erroneously
concluded that, the complainant is not consumer within definition of
Consumer Protection Act and purchase
consumer within the ambit of the
phrase ‘value of energy’;
(ii) BSEB is a ‘licensee’ and not a ‘consumer’ in view of the definition ... levy of tax is not applicable to it because the definition of ‘consumer’
excludes a licensee. The term ‘consumer’ has been defined in Section
privity of contract between the Insurance Company and the

19.4 Clause 2(1)(r) of the Consumer Protection Act,
1986 defines "unfair trade practice" as follows :-
