4. Consideration
Petitioner
employee earns increment on the basis of his good conduct for specified period i.e. a year in case of annual increment. Increment ... when the increment becomes payable. This cannot be a valid ground for denying increment since the day following the date on which increment is earned
scale:
Provided that, for the purpose of arriving at the
date of the next increment in that time-scale, the
total of all such periods ... increment in that time-scale, shall be added to
the normal date of increment."

9. We are, however, in the present case, concerned
