consider promoting the respondent/applicants -
serving as Deputy Central Intelligence Officers (DCIO/Tech-WT)
(hereinafter referred to as DCIO) since 01.11.2011, to the post ... year 2013.
2. The respondents were promoted as Deputy Central Intelligence
Officer (DCIO/Tech-WT) in the Intelligence Bureau with effect from
01.07.2011 from
under Annexure-4 the petitioner was posted as U.D.
Assistant under DCIO, Mayurbhanj vide Smt. Sujata Sahoo, U.D.
Assistant transferred on promotion. Thereafter ... report on 3.5.1994 as U.D. Assistant which was
forwarded by the DCIO, Mayurbhanj to the Secretary vide letter dated
4.5.1994. Consequently, the petitioner
applied for the
post of Deputy Central Intelligence Officer (DCIO) (Technical), Intelligence
Bureau, Ministry of Home Affairs, in pursuance to the UPSC advertisement ... interview, he appeared for
interview of UPSC for the post of DCIO (Tech.) on 28.10.2021.
2.2 On 05.07.2023 he was informed about his selection
13th July, 2003 and raised following objections:
(i) Mr. Venkateswarlu, the then DCIO, Palanpur who was the
complainant against the appellant about absence from duty ... basis of
statement of three witnesses, namely, (i) Shri P. Venkateswarlu, DCIO, SIB,
Hyderabad, (ii) Shri B.P. Jivrani, ACIO-II, Palanpur and (iii) Shri
that case, the original applicants were
serving as Deputy Central Intelligence Officers (DCIO/Tech-WT) in the
Intelligence Bureau. The next promotional post was that ... promotion to the post of AD Tech could be made from amongst
DCIO/Tech-WT with five years service in the grade, failing which DCIO
respondents on 21-8-1995 transferring the appellant to the office of DCIO, Nadiad with immediate effect. On 25-8-1995, the Joint Assistant Director ... sent a complaint on 18-9-1995 before the authorities that the DCIO, Palanpur, Mr. P. Venkateswarlu was not allowing him to join duty
