petitioner's candidature as
dependent of ex-serviceman category (DESM-General) was rejected since he did
not append the eligibility certificate of the Zila ... term in the advertisement reads thus:
"ESM/DESM candidates of Haryana claming benefit will have to attach

SC/BC. The notice also specified that
petitioner's case as one of General
category but within DESM. There is yet another right that the petitioner
Mittal Manju ... right of consideration against open general seats but
would remain confined to DESM category where the principal reservation
given was of horizontal nature.
