ESM/DESM candidates of Haryana claiming benefit must have
valid eligibility certificate onlast date of submission ... vehemently argued that
both respondents No.3 and 4, who are DESM of a killed defence personnel,
were not eligible
considering her candidature in the category of Dependent
of Ex-servicemen (DESM), for the post of PGT Chemistry.
The petitioner admittedly applied for the post ... petitioner requested that her category be changed
from the General category to DESM category as the petitioner was also
eligible for the said category

for the said post under DESM-General Category. Written examination was

Petitioner had all the essential
documents except a formal certificate of DESM. Therefore, she applied for the

The petitioner had been interviewed provisionally
competed for selection in the reserved category of Dependents
of Ex-servicemen (DESM). They qualified the written examination and
were called for interview. However, subsequently ... they were
not entitled/eligible to compete in the category of DESM.
Upon consideration of the matter in issue, the learned Single
