applied for the post of Art and Crafts Teacher in DESM (Dependent
of Ex-Servicemen)-GEN Category. He appeared and qualified the written
examination. Then ... above-mentioned category, on the ground that he had submitted the
requisite DESM Eligibility-Certificate that had been issued on 16.06.2016,
much after
serviceman (ESM)
category, by treating him as Dependent of Ex-Serviceman (DESM) from SC
category, but he did not belong to this category. Thereafter ... company had erroneously
shown the petitioner a selected candidate under DESM category candidate in
the list of selectees uploaded on the University's website
Certificate duly
issued by the competent authority at the
time of interview. DESM shall be
required to produce the Valid Eligibility
Certificate duly issued ... Degree etc.
ii) Scanned Copy of valid Eligibility Certificate in
case of DESM candidates duly issued by the
respective Zila Sainik Board

Learned counsel has referred to the application forms
claim for appointment to the post of
Primary Teacher under DESM General category against advertisement 02/2012
dated 08.11.2012, category 2, in Mewat cadre ... Director General, Elementary Education, recommending the
petitioner for appointment as PRT under DESM General category.
3. Learned counsel for the petitioner has brought
servicemen/Dependent
Ex servicemen/Dependent of Ex
Ex-servicemen (ESM/DESM),, as
they were not applicants for these posts.
2. As per averments ... petition, respondent no.4 was not an
applicant under ESM/DESM category, nor did he qualify National Education
Test (NET) which is an essential qualification
Haryana Domicile Certificate in case of
BCA/BCB/SC/PHC/EBPG/ESM/DESM/DFF and women issued
by competent authority.
iv) Copy of Challan/credit
DESM/DFF/PwBD} and all educational
certificates at the time while applying online for the above posts.
The category/caste certificates ... DESM
should have been issued during the year 2023
2023-24
24 as per latest
instructions issued by the Haryana Government in this regard.
