State may, by law, endow--
(a) the Municipalities with such powers and authority as
may be necessary to enable them to function as
institutions ... self-government and such law may
contain provisions for the devolution of powers and
responsibilities upon Municipalities, subject to such
conditions as may be specified

243 W reads as under:-
Article 243. Powers, authority and responsibilities of Municipalities
etc.
Subject to the provisions of this Constitution ... self-
government and such law may contain provisions for the devolution of
powers and responsibilities upon Municipalities, subject to such
conditions as may be specified
Power certifies that -
(i) The power purchasing State has constituted the Regulatory
Commission with full powers to fix tariffs;
(ii) The power purchasing State undertakes ... Power;
and
(iii) The power purchasing State has agreed to provide recourse to that
State's share of Central Plan allocations and other devolutions
Power certifies that -
