accused and that the same did not bear diary and dispatch numbers of
the office of the accused and that of the laboratory.
State ... dispatch are duly proved. On
all these counts, the letter fails the test. Its author has not been examined,
its dairy & dispatch numbers
attached a new amended page, signed on 03.09.2012
on the same dispatched number, without recording
the changes on the note sheet but the Collector
kept in the office and the original order was prepared
and dispatch number given by the Ahlmad. However, he had not carried the
said record
employee. The note
sheet also does not bear any file number, dispatch number etc.
and review by the reviewing authority. That apart, there is also
relating to certificate is available. The certificate does
not contain any dispatch number etc. Hence, record is
not available. The court below accepted the said
letter was dealt with by
Reader Rajinder Kumar Sood, who forged dispatch number and
sent the same for registration to the Patwari, Patwar Halqua Chong
reference to the notice executed in
application vide exhibit-14 and dispatch number (Jaavak Number - 667/13)
