Nitin Jain had sent to Mr. S.K Dixit draft bid
documents "Schedule „C‟, Schedule „D‟, Schedule „A‟ Bridge condition
survey, Inventory, and Road ... Nagpur-Betul Project. It is pertinent to mention here that the
draft bid documents were made available to other bidders after the
result
witnesses and the list of documents contained 58
documents. PW-2 also stated that Vigilance Department had
prepared the draft of sanction order and pursuant ... sent list of
documents to sanctioning authority mentioning 58 documents while
the list of documents which is on record contains 61 documents.
Ld. Counsel further
explained that the amount of Rs. 58,000/ was deposited by
Demand Draft, Rs. 6,100/ in cash and Rs. 59,000/ vide a
cheque ... above said demand draft is Ex.PW17/C.
These documents proved that demand draft for an amount
of Rs. 7,50,000/ had been
Lacs of which he had received Rs.
2.30 Lacs by draft. The documents executed regarding the sale were
India, Ministry
of Environment and Forests dated 14.08.2013 and lists the
documents sent which are as follows:-
"1)Investigation Report (as submitted ... page-1).
3) Draft prosecution sanction orders under PC Act
pertaining to Sri S.Muthaiah (Page 1- 8).

prepared, in which all the witnesses
were signed. He recovered the relevant documents from the
office of the accused. He conducted search in the house ... objects for
chemical examination and recovered the relevant documents
from the concerned office and submitted a draft final
report to his higher officials and after
while passing the order of sanction, did not take
relevant documents into consideration. A draft sanction order
was produced before the Sanctioning Authority ... without application of mind as per the draft
sanction order. Even the mistakes mentioned in the draft
sanction order had not been corrected
written request for producing the said documents
and for giving explanation regarding the documents filed by him in
CMP No.64/2022 ... witnesses, and collected all relevant documents.
He completed investigation and has sent Draft Final Report to this
Directorate on 29.09.2022 to prosecute the Accused
others. He
further deposed entrusting of the work of registration of
the document to the accused No.1 and payment ... that he is working as the document
writer and therefore mere seizure of the cheques and
demand drafts drawn in favour of Sub-Registrar
that he has
seen the said reports. It is submitted that entire documents pertaining
to this case were not put before the Competent Authority ... case as in that case relevant documents were
not placed before the Sanctioning Authority and further the draft order and
sanction order were found verbatim
