licence. - (1) No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him authorising
driving licences.--(1) Any licensing
authority may, on application made to it, renew a driving
licence issued under the provisions of this Act with effect ... holding
a driving licence or revoke such a licence if the licensing authority is
satisfied that the holder of the driving licence is indulging

A.W.2 deposed that they did not produce driving licence of the
deceased. Her testimony further reveals that the driving licence ... produced driving
licence of the deceased would not amount to non-possessing of
the driving licence by the deceased. Non-production of driving

"Driving licence means the licence issued by a
competent authority under Chapter II authorising the
persons specified therein ... effective driving
licence, but only on the strength of an effective learner's licence,
without an instructor holding an effective driving licence sitting
