direct the defendants / respondents to allow appellant's
association to burn effigy of Ravan and others at the permitted place - DDA
Ground, Surajkund Road ... Predecessor, restrained the private party and the present appellant
herein, from burning effigy of Ravan and others on the occasion of
Dusshera on DDA ground
filed seeking following reliefs:
"I) To declare that the effigy burning and mock
funerals of living persons as illegal and crime
against humanity ... order
directing the respondents to take effective
steps to ban the effigy burning.
iii) To issue any other writ or order that this

threatened the management
people to celebrate 26.1.2012, as black day by
burning National Flag of India and the effigies of political people
has been placed on record
