courses shall be for general candidates a minimum of 50%
marks ... validity of
the prescription of 50% of the minimum marks as eligibility
criteria. But on the finding that there are vacant seats
available for admission
granted. Heard. The question involved in these appeals is
whether the eligibility criteria for admission to the Engineering courses
stipulated under the Statutory Rules ... relaxed or ignored, and candidates who do
not meet with such eligibility criteria can be given admission, on the ground
