strictly complying with the requirement
of Environment Impact Assessment (EIA) Notification dated 14.9.2006
issued by the Ministry of Environment and Forests and the directions

environmental clearance from the State/Union territory Environment
Impact Assessment Authority (SEIAA). The SEIAA was required to base
Concession Rules, 1959. Rule 42 reads as follows :
