2. The necessary facts, to be noticed

1. Present petition is directed against the order of externment dated
27.9.2012 passed by Additional Deputy Commissioner of Police, District
(West), Delhi ... appeal filed by the petitioner
was dismissed and the order of externment dated 27.9.2012 was upheld.
2. Learned counsel for the petitioner submits that

filled up from amongst external candidates on the basis of a competitive
examination and remaining 50% from ... candidates were not eligible for any age
relaxation. Upper age limit for external candidates was 30 years. Meaning
thereby in the external 50% quota
commented by respective supervisor
Review of performance will be done by an external
committee. Committee may ask for further information/
report from concerned ... regulations."
8. Pursuant to the decision of the Steering Committee an external evaluation
committee was formed on 03.01.2012 to review the performance of personnel
Exhibit PW-10/A and Exhibit PW-10/B respectively. The following
external injuries were found by the said PW-10 [Dr L.K. Bruah ... dead body of Mohd Sharif. According to him, the
following external injury was found on the dead body:-

body seems to be
forcibly removed with multiple injuries over the body. External general
Crl. As. 1212/2011 & conn. matters Page ... incisors were found missing from the upper socket on the left
side. External and internal injuries included:
"External injuries:
1) Incised wound
prosecutrix was found to be
conscious and oriented. There was no external injury to be found. The
hymen was found to be torn ... which shows that the doctor did not notice any external or
internal injury. I have the MLC before me. It shows that that the hymen
becoming residents in India are
not allowed to maintain non-resident external accounts. The relevant extract
of the said letter is as under ... Accordingly, NRIs on becoming Resident are not allowed
to keep Non Resident external accounts in terms of para 29 A-
