Extraordinary Leave, Study Leave and Sabbatical
Leave.
The extract from the Academic ordinance of the University is as
follows - The application for such leave shall ... EXTRAORDINARY LEAVE
(i) A permanent teacher may be granted extraordinary leave
when:
(a) No other leave is admissible; or
(b) Other leave is admissible
directs otherwise.
(d) An officer who has remained off duty on extraordinary leave, study leave or any other such similar leave, the date of increment
periods of leave with allowance, except the leave refused under Fundamental Rules 86 or 86-A, shall count as service.
Extraordinary leave shall qualify ... civil commotation or
(iii) for prosecuting higher technical and scientific studies.
Extraordinary leave taken on other grounds is treated as non-qualifying and, therefore
author (Dr. N. R. Tuli) having
proceeded on long extraordinary study leave, shows that the victim was
brought in the casualty of the hospital

proceeded ... granted No Objection Certificate to pursue higher studies but were also
granted Extraordinary Leave (Annexure A-11). No sur-rejoinder/response to
said documents ever
Counsel further submitted that the issue pertaining to the grant of extraordinary leave/study leave is under consideration before this court in Writ Petition
Study leave may be combined
with other kinds of leave, but in no
case shall the grant of this leave in
combination with leave, other ... Government servant.
(2) Study leave is extra leave on half
pay and leave salary during such
leave shall be regulated in accordance
with Rule
Fundamental Rule 18, a Government servant can be granted extraordinary leave for prosecuting higher studies for a maximum period of five years, and such leave ... course shall not be entitled for any kind of leave, including extraordinary leave for prosecuting PG courses unless such a candidate has put in minimum
NDMC to join
the said course. He was also sanctioned Study leave as
Extraordinary Leave to pursue the said course.

purpose) from 01.08.2016 to 08.08.2019 for pursuing a super specialty
