factual details noticed, it is submitted
that though, DPC did consider his case for 1st ACP with effect from 09.08.1999
in terms of the Finance ... facing criminal prosecution in CBI case popularly known as
'Fodder Scam Case'. Therefore, DPC did not make its recommendation.
6. I have considered
that
husband of Petitioner No. 1 was made accused in
a fodder scam case bearing R.C. 30(A)/96, has
been convicted ... that husband of
Petitioner No. 1 being a convict in a fodder scam
case which was lodged against him and others
while he served

7/22.05.2015 The question, which does arise in this case is as to whether offences,
punishment of which extend to seven years ... giving rise to this case, needs to be taken notice of.
3. The case seems to be offshoot of fodder scam cases, which, under
2010/AHD-Ranchi, the present case has been instituted by the
Enforcement Directorate, as ECIR/02/PAT/2009/AD against the accused
persons, including ... Kumar Jalan,
Chartered Accountant, was recorded in connection with the infamous fodder
scam case, in which he had admitted to have prepared the forged
present case.
Learned counsel for the petitioner has submitted that the petitioner has
been falsely implicated in this case and the evidence ... Vinay Kumar Jalan,
Charted Accountant was recorded in connection with Fodder Scam case, which
has been brought on record by way of supplementary affidavit
therefore, if
possible, fix the matter on 14.05.2015.
