6(b) In addition
laid down that
whenever a decision making function is entrusted to the subjective
satisfaction of a statutory functionary, there is an implicit obligation to

Panchayat(s) in performing its functions,

provisions ... outstep its limit and tinker with the policy decision of
the executive functionary of the State. This Court, in no uncertain terms, has
sounded
