Group 'D' posts
(i) Two out of every three vacancies in Group 'D' cadres in respective offices where the
casual labourers ... reason will have prior claim for absorption
against existing/ future vacancies. In case of illiterate casual labourers or those who
fail to fulfill the minimum
candidates were ultimately appointed
in clear vacancies and anticipated vacancies as per their ranking in the merit list.
The respondents categorically denied any wrong doing ... advertisement can be started for
clear vacancies and also for anticipated vacancies but not for future
vacancies. If the requisition and advertisement
play and the excess representation is required to
be adjusted against future vacancies. Therefore, the same was
initially done rightly while issuing notification dated ... shall be made good through
vacancies arising in future.
4. Accordingly, Board's letters dated 06.05.2005 and
29.01.2009 referred to above are withdrawn herewith
proposition that the
petitioners would be given employment against future vacancies. On that
understanding this case was disposed of on March 21,1990 by directing ... others when
the next vacancy will arise. The Hon'ble Court had used the term "when the next vacancy
will arise
Relevant extract from the vacancy notice dated 19/12/2003 is

the panel for regularisation against the future vacancy.
7. Full
reserved categories excess 50%, it shall be adjusted
in the future recruitment. Vacancies arising from retirement etc.of
candidates belonging to such categories shall ... within the seniority range and they
are to be adjusted against future reserved vacancies. They have
