University is not competent to reagitate the requirement for grant of recognition while granting affiliation to the petitioner's institution. In case the University ... recognition has been granted. In other words, granting recognition is the basic requirement for grant of affiliation. It cannot be said that affiliation is insignificant
affiliation and is affiliation of Colleges'.
First proviso to Section 21(2) (d) of the Act

11.According to the first respondent, it refuse to grant affiliation to the
petitioner in view of the direction from the Government that ... integrated course in
Pharmacy leading to PhD. Hence, the university should grant affiliation
without insisting for essentiality certificate from the Government.
12.In the matter
appropriate/writ/order/direction,
directing upon the respondents to grant affiliation to the
petitioner-Institute for the Academic Year/Session ... grant or
refuse recognition. Once it grants recognition, then such
grant attains supremacy vis-à-vis the State Government as
well as the affiliating body
seek for extension of time due to the
delay caused in granting affiliation. Depending upon the fact situation,
which has been considered and ordered ... defects were rectified and that the University is prepared to
grant affiliation, on condition that admission can be made only in the next
year
