petitioner in the instant case is not
that of unauthorized habitual absenteeism and therefore,
the punishment of removal awarded to the petitioner is
clearly ... under:
"The instant case is not a case of habitual absenteeism. The appellant
seems to have a good track record from the date
also find from our records that you have become a
habitual absentee and in the past also on several occasions
you were cautioned in this ... also find from
