2. In R. Vishwanatha Pillai v. State of Kerala
Executive Magistrate, Umrer, certifying that he belongs to a Scheduled Tribe "Halba" as mentioned in the Scheduled Castes and Scheduled Tribes Orders (Amendment ... standard Junior College Leaving Certificate of the year 1982 describe him as Halba. On the basis of the caste certificate issued by the Executive Magistrate
respondent no.1 obtained a Caste
Certificate showing him to be “Halba” Scheduled Tribe
(hereinafter “ST”) from the Deputy Collector, Durg and
on the basis ... Committee, Raipur to determine whether he

belonged to Halba Scheduled Tribe community or
“Halba/Koshti” the Other Backward Class (hereinafter
petitioner and all subsequent promotions were as a candidate
belonging to Halba Scheduled Tribe category.
