to the caste other than "Koshti" or "Halba
Koshti". We answer question No. (a) in para 55
above, holding that
reservation in induction in the service as he
belongs to Halba-Koshti which comes under the Scheduled Tribe
category at that time. He stood retired ... that the
persons who are Halba Koshti/Koshti do not come under the
purview of Scheduled Tribe, Halba. The Hon'ble Apex Court
Tribe-Halba-Koshti-AAO/PAO got
promotion under the ST category from 2006 onwards:

1. Whether the Schedule Tribe-Halba-Koshti officials are eligible ... belongs to
Schedule Tribe Halba/Halba-Koshti in a tabular form."
The CPIO replied to the appellant on 25.02.2021 as under:-
Point
been decided that the persons belonging to the 'Halba Koshti/Koshti' caste who got appointment against vacancies reserved for the Scheduled Tribes ... that she belongs to Halba Caste. She does not have a case that she belongs to Halba Koshti/Koshti Caste. Any how in our view

18" September, 1976. It is further contended that Halba caste
was declared as scheduled tribe by the Supreme Court in the
"case ... circular dated 01° July, 2013 issued by RBI, Supreme Court
included Halba/Halba Koshti/ Koshti as one and the same.
Pursuant to this respondent started
clearly reveals that it applies to the caste of Halba Koshti/Koshti. Undoubtedly, the applicant belongs to 'Telanga' and the certificate produced
Relevant facts can be stated briefly thus:
1. The applicant belongs to Halba Community which is
notified as Scheduled Tribe ... case of the applicant that he belongs to Halba
Community and not to Halba Koshti.
4. The respondents started demanding Caste Certificate

been categorically mentioned that any person belonging to Halba Koshti or Halbi Koshti or Koshti who have been given appointment prior to 28.11.2000, his services ... wherein also there is a categorical direction that persons belonging to Halba Koshti/ Koshti caste, who got appointment in the Scheduled Tribe category
