V. A BRIEF HISTORY OF 'HISTORY SHEETS' & 'ROWDY
SHEETS':
(i) As a prelude ... convictions cannot be a thumb rule for
opening history sheets or rowdy sheets though
history sheet can be opened even without
convictions for the limited

6. Likewise, the period of retention of history sheets of
suspects / rowdies is governed by Standing Order 602, which reads ... history sheets/rowdy sheets.
It would be better for the police officer concerned to record his own
reasons for opening/retention of history sheets/rowdy
issuance of a Writ of Declaration, declaring that the
impugned History Sheet No.007/1999 on the file of the 3rd respondent as
illegal, arbitrary ... detail and settled the issue in respect of History Sheet
maintained by the respondent. The relevant paras of the reads as under:

opening/continuation of Rowdy Sheet, Suspect Sheet,
History Sheet etc., and on that basis the surveillance of the
individual ... authorising the police to record and maintain crime history of
