that,
appellant is entitled to HRA. HRA of employees of the respondent no.1 is
governed by the HRA Rules. He draws our attention ... HRA Rules and

5. Referring to Rule 3.4 of the HRA Rules, learned counsel
appearing
also served Memorandum of Charges under Rule 14 of CCS
(CCA) Rules, 1965 [hereinafter referred to as Rules, 1965].
